Essential information

If you are renting your apartment as a tenant certain exemptions may apply, however generally you still must adhere to the below rules and policies, in addition or in place of your rental contract. 

Rules and policies

Pet ownership

Domestic animals are welcome with prior approval from ND Property Management. Owners must register their pets, ensure they are well-behaved, and prevent noise, mess or disturbances to the community. Repeat violations may lead to action being taken. Please note that dogs are not allowed on the lawn at any time.

Gym usage

College Gardens offers a benefit of a communal gym, exclusively for residents’ enjoyment.

Please ensure the space is kept clean, avoid storing personal items, and do not remove any gym equipment.

Access is for residents only—no visitors or professional use, such as personal training services. For any questions or concerns, contact ND Property Management.

Resident parking

Parking spaces are designated exclusively for one motor vehicle (a car or a motorbike) only, and must not be used for storing items such as bicycles, bike racks, surfboards, boxes, or equipment. The parking area includes the space marked by the white lines and the storage area behind it. Residents are kindly asked to keep these spaces clear and use them appropriately. EV Chargers

There are 2 public EV "Evolve" chargers available within the estate. These are operated by Jersey Electricity. 

The maximum stay is 3 hours within a 24 your period. These chargers can be used by residents, visitors, and general public. 

Only electric vehicles are permitted in these spaces.

No scheduled charging or overnight stay is permitted. Any EV vehicle found in these spaces not charging will be subject to removal. 

Visitor parking

There are 17 visitor parking spaces available exclusively for bona fide visitors, such as friends, family or tradespeople. These spaces must not be used by residents themselves. 

The stay is limited to a maximum of 3 hours within a 24-hour period. Visitors should display their time of arrival using a parking disc or a clearly visible note to help measure compliance.

G4S monitors these spaces and will issue warnings to offenders. Repeat violations may result in the vehicle being towed, with a £200 release fee applicable. For inquiries about missing vehicles, please contact G4S. 

Visitors

Residents are welcome to host visitors, but we kindly ask that all gatherings are considerate of neighbors. Parties should conclude, and guests disperse, by 23:00 to ensure a peaceful environment for all. Please be mindful of noise levels, especially when using balconies or opening windows, as sound can easily carry between blocks. Please also remind your guest to observe the noise rules while leaving the property. 

G4S is contracted to handle any noise complaints, with fee of £50 (tbc) chargeable to the resident responsible.  any damage or cleaning required in common areas as a result of a gathering will be the responsibility of the organizer.

Noise

All residents are expected to respect their neighbors' right to a peaceful environment, particularly during quiet hours of 08:00 - 23:00.

Please be mindful of how your activities might carry through to neighbouring apartments, including music, exercise, cleaning etc.

Apartments were required to be fitted with soundproofing insulation. This was required to be done by first owners, and any alterations or missing insulation may negatively impact noise levels for others.

Balconies

Decorations, such as Christmas lights, are not permitted to avoid causing inconvenience or disruption to others, unless explicitly permitted on ad-hoc basis by the Estate Executive Committee. Similarly, drying laundry on balconies is not allowed to maintain a tidy and consistent appearance.

Residents are responsible for cleaning their balconies annually by lifting the floor tiles and clearing any debris. For questions or clarification, please contact ND Property Management.

Waste disposal

Proper waste disposal is essential for maintaining a clean and pleasant environment.

Please adhere to the following guidelines:

Household Waste: Dispose of general household waste in the green bins provided. Ensure all rubbish is securely tied in bin bags; loose waste should not be placed directly into these bins, such as loose debris, food or plastics. No electronics, batteries or glass should be placed in these bins. 

Recycling:

  • Metal and plastic: Place steel tins, aluminium cans, and plastic bottles in a dedicated bin, ensuring you use a special clear bags provided by the Parish of St. Helier (also available from certain retailer). Ensure these items are clean and free from food residues. 
  • Paper and Cardboard: There are dedicated bins for both paper and cardboard. Flatten all boxes before disposal. Remove any non-paper packaging materials as practically possible, such as styrofoam, before recycling.
  • Glass: Deposit glass bottles and jars in the two designated glass bins. Rinse items to prevent odours and pests.
Prohibited Items: Do not leave large appliances, furniture, electronics, tools, materials, Christmas trees, or similar items in or near the bin area. These will not be collected, and offenders may incur removal fees.

Security

Estate access

Security is a shared priority for all residents, and everyone plays a part in maintaining it.

Please ensure all outer perimeter doors and gates are securely closed when entering or leaving the estate.

Please also ensure all doors to your block are securely closed at all times. You must not leave any doors unlocked. 

Trades access is enabled at the main entrance doors to the estate and individual blocks. This is in effect between 8:00 and 18:00 through the electronic door control system.

To help keep the estate secure, do not share access codes or keys with non-residents.

Access codes

For security reasons, please ensure that codes are not shared with non-residents.

Each block has its own unique access code for the main and secondary entrances. This code can also be used to access the main white vehicle gate and the undercroft car park shutter gate.

The small white gate on Drury Lane has a separate access code.

The gym also has a different code. 

Bin store beneath Cavell house also required a code for access. 

Residents can obtain these access codes from our property management company.

Access fobs

Remote key fobs are used for the main white vehicle gate and the shutter gate leading to the undercroft car park.

These fobs can be requested by property owners or their managing agents only.

If you are renting your apartment, key fobs will be provided by your landlord or their appointed estate agency.

Keys

Access to communal doors and areas, including the car park, is managed using Abloy keys, which must be requested from our property management company.

Mailbox keys are also available upon request.

For any duplicate keys there is a small charge to cover the labour cost. 

These keys can be requested by property owners or their managing agents only.

Keys to individual flats are the responsibility of the property owners and should be managed accordingly.

Trespassing and vandalism

Residents are encouraged to report any instances of trespassing or vandalism to our property management company as soon as possible. Prompt reporting helps ensure swift action can be taken to address the issue and maintain the security and integrity of the estate.

Whether you notice unauthorized individuals on the premises such as loitering school children or damage to communal areas, please provide as much detail as possible, including the time, location, and nature of the incident.

CCTV cameras

For the safety and security of residents, two CCTV cameras are installed in the undercroft car park, strategically positioned to monitor the area. These cameras are in place to deter unauthorized activities, prevent vandalism, and assist in the investigation of any incidents.

Footage is reviewed only when necessary, so please make a report if you see something suspicious or require evidence.

General information

Communal areas cleaning

Communal areas, including corridors, staircases, lifts, and shared spaces, are cleaned regularly by our professional cleaning team. Cleaners visit each block once a week, ensuring all five blocks are maintained to a high standard.

While some dirt and dust are inevitable, residents are kindly requested to maintain good order in these spaces and respect the efforts of the cleaning staff.

Please clean up any mess or litter you've caused, such as litter, dog waste or bin bag drip.

Renovations

Home improvements are permitted, provided they do not interfere with the structural fabric of the building, including walls, ceilings, and supporting elements. Internal upgrades, such as replacing kitchens or bathrooms, are generally acceptable. However, alterations involving structural changes, such as removing or adding walls, are strictly prohibited.

For any renovation work that may go beyond simple upgrades, residents must seek prior approval from ND Property Management to ensure compliance with building regulations and community standards.

Emergencies
In case of any emergency residents are advised to remain calm and follow these guidelines:

Fire Emergency:
  • Evacuate the building immediately if the fire alarm sounds or if you see smoke or fire. Do not use lifts; use the staircases provided.
  • Your flat door is fireproof, with a 1-hour burn time, offering added protection if evacuation is not immediately possible. In such cases, remain inside, seal any gaps to prevent smoke ingress, and call 999 to inform emergency services of your location.
Medical Emergency:
  • Call 999 to request assistance for any serious health incident.
  • Note that, in some cases, emergency responders may need to access casualties through balconies, as staircases may not allow for stretcher use. Please assist them as directed.
Crime or Security Issue:
  • If you witness a crime or feel unsafe, contact the police by calling 999 for emergencies or 01534 612612 for non-urgent matters.
  • Report any suspicious activity to ND Property Management once you are safe.
For all emergencies, prompt communication with emergency services is vital. Your cooperation ensures the safety and security of everyone in the community.

College Gardens has a unique structure and the way in which it's governed.

College Gardens Association has appointed a dedicated property management company to take the responsibility for looking after most of the day-to-day operations, maintenance and administration related to the estate.

College Gardens Association appointed ROK accounting as a sub-contractor responsible for providing accounting and bookkeeping services to all companies forming the association. 

Secretary services

ROK accounting is also responsible for providing company secretary services to all companies forming the association. 

Operational sub-contractors

ND Property Management, on behalf of the College Gardens Association, hires on regular or ad-hoc basis a number of subcontractors to deliver services deemed required around the estate. While the individual companies providing these services may change, we currently have the following:
